Why we’re supporting Richard

Dr. Richard Pan is a pediatrician. He spent twelve years in the Legislature protecting children's health, including the law that ended personal-belief exemptions from school vaccines after the Disneyland measles outbreak.

He is running because Trump and RFK Jr. are attacking healthcare and science. Kevin Kiley voted for the 2025 Trump tax law that cut Medicaid, then dropped the Republican label once Prop 50 made his district competitive. Changing the label doesn't change the record.

Richard’s record

  • Authored SB 277 (2015), ending personal-belief exemptions from school vaccine requirements after the Disneyland measles outbreak.1
  • Authored SB 276 (2019), putting fraudulent medical vaccine exemptions under state public-health review.2
  • Helped restore Medi-Cal vision and dental benefits cut in the Great Recession, and helped lead California's rollout of the Affordable Care Act.1
  • Authored the 2020 law that made California a maker of generic drugs, starting with insulin.1
  • Secured $157 million in 2021 to fight violence and hate crimes against Asian Americans.1

  • Kiley voted for the final 2025 Trump tax law (H.R. 1) that cut Medicaid; it passed 218–214.6
  • A Republican his whole career, Kiley dropped the party label in March 2026 after Prop 50 redrew his district to favor Democrats.7

Where the race stands: Harris would have won the redrawn district by more than 6 points in 2024.8
